bring a large pot of slightly salted water to a boil. add pasta and cook for 8 to 10 minutes or until al dente. add carrots and broccoli for 5 minutes or less before removing pasta; drain. preheat oven to 350 degrees f (175 degrees c). in a large bowl, combine pasta, carrots, broccoli, soup, tuna, celery, onion, and red bell pepper; mix all together. place mixture evenly in a 9x13 inch baking dish, and sprinkle cheese on top. bake in preheated oven for 20 minutes.
