Remove zest from oranges and lemon with a vegetable peeler and remove any white pith from zest. Squeeze juice from zested oranges and lemon. Bring wine, zest, juices, sugar, peppercorns, cloves, star anise, and nutmeg to a simmer, stirring until sugar is dissolved, and simmer 2 more minutes. Pour mulled wine through a fine sieve into a heat-proof pitcher. Note: You can make and strain mulled wine 1 day ahead, then cool it completely and chill, covered. Reheat before serving.
